The most important issue in San Francisco today is how to grow our economy and create good jobs. We must focus on expanding entrepreneurial opportunities for small businesses to encourage innovation.
I believe that targeted tax incentives work. I support the biotechnology and mid-Market tax incentive programs—and they have yielded positive results, creating jobs and turning around blighted commercial corridors.
Another important step to creating jobs in San Francisco is re-structuring the business tax from one that taxes based on payroll to one that taxes based on gross receipts. We need to shift away from policies that provide disincentives to job creation—this is backward thinking, and bad public policy.
